Exporting Data from PolicyNote

PolicyNote makes it easy to export legislative data and stakeholder information for reporting, analysis, or use in external systems. You can export legislation, stakeholder contacts, and committee membership information in either Microsoft Excel (.xlsx) or Comma Separated Values (.csv) format.

Exporting Policies

You can export policy data from either Discover or a Project, depending on the information you need.

  • Discover is ideal for exporting search results or filtered legislation across your organization.
  • Projects allow you to export only the legislation being tracked within a specific project.

From Discover

  1. Run a search or apply filters to get the set of policies you want.
  2. To export a selection: use the checkboxes to select individual policies, then click Export.
  3. To export everything your search returns: click Export All Results — this captures all matching records, not just what's visible on the current page.
  4. Choose your format — Excel (.xlsx) or CSV (.csv) — and the file will download to your device.

You can customize which columns appear in your export before downloading. The exported file reflects whichever fields are currently displayed.

From a Project

  1. Go to Projects and open the project containing the policies you want to export.
  2. Click the Policy tab.
  3. Select individual policies using the checkboxes, or tick the header checkbox to select all currently displayed.
  4. Click Export, choose your format, and download.

Note: Filters applied within the Policy tab affect what's selectable. If you've filtered by state or status, only the filtered results will be included in your export. Double-check your filters if the exported count looks off.

Exporting stakeholders

  1. Go to Stakeholders and use the search bar and filters to narrow to the contacts you want. You can filter by jurisdiction, chamber, committee, party, staff title, and more.
  2. Select contacts using the checkboxes, or use Select All to capture everyone currently displayed.
  3. Click Export, choose Excel or CSV, and download.

The export includes both people and committees in a single file, organized into separate tabs.

Exporting Committee Members

  1. Search for the committee you want and open its page.
  2. Click Export All at the top right of the membership list to download a spreadsheet of all legislators and staff on that committee, including titles, issue areas, office details, and email addresses.

A note on data accuracy: Staff contact information can change quickly and isn't always officially published by every jurisdiction. Verify critical contact details before a major outreach campaign.

Choosing a Format

Both Excel (.xlsx) and CSV (.csv) are available for all exports.

Excel (.xlsx) preserves formatting and is the better choice if you're opening the file in Microsoft Excel or sharing it with colleagues who are.

CSV (.csv) is a plain-text format that opens in any spreadsheet tool. Use this if you're importing the data into another system or working outside of Excel.

Troubleshooting

The export contains fewer records than expected

Exports include only the records that match your current search, filters, or selection.

If the number of exported records seems incorrect:

  • Review any active filters.
  • Confirm that your search results include the expected records.
  • Verify whether you selected individual records or exported all matching results.

The export is taking a long time

Large exports may require additional processing time.

If an export takes longer than expected:

  • Wait a few moments for the export to finish.
  • Narrow your search or apply additional filters.
  • Export the data in smaller batches if necessary.

The export fails or returns an error

If an export does not complete successfully:

  1. Try exporting again.
  2. If a Content Type filter is applied, clear the filter and retry the export. In some cases, exporting without a content type filter produces better results when all returned records belong to the same content type.
  3. If the issue continues, contact policynotesupport@fiscalnote.com and include details about the export you attempted, along with any error messages you received.
